This verse doesn’t limit God’s nearness to a specific stage of grief. It simply tells us where He is: near.

Psalm 56:8 (NASB)

“You have collected all my tears in Your bottle.”

Not just the first tears. Not just the visible ones. All of them. God sees every expression of sorrow, including the ones that arrive later than expected.

Lamentations 3:31–33 (NASB)

“Although He causes grief, He will have compassion according to the abundance of His steadfast love.”
